is the event's karma good or bad?

... there is this story I heard or read somewhere,
about karma

... along time ago in some oriental village, a
young boy fell off a horse, and severely broke
his leg

... all the townspeople said:
Oh, what bad luck for the boy

... about 10 years later, when a great war came,
and all the men were conscripted, the boy with
the broken leg was exempted from military service,
and avoided death and or maiming

... all the townspeople said:
Oh, what good luck for the boy

... after the war was over, and all the
returning soldiers were given favored
status in getting jobs, homes and beautiful
wives, the townspeople said:
Oh, what bad luck for the man

... then it turns out that the returning soldiers
brought diseases with them from foreign lands,
and they and they families were brought great
unhappiness

... Oh, what good luck for the man who had the broken leg

... so it turns out that the ways of Vishnu are not
fully appreciated by men, God sometimes works in
mysterious ways, as is often said

... and I just said it again
